
Section A. Purpose
- The Advisory Committee is established to coordinate the joint needs and efforts of the associated organizations.
- The Advisory Committee shall be made of five (5) elected representatives from the general body that are committed to and willing to facilitate the joint needs and efforts of the associated organizations.
- The Advisory Committee shall make recommendations, help secure needed resources, offer support, and schedule the general meetings of the KAN.
- The Advisory Committee shall act in a purely advisory capacity. It shall not have policy making authority on behalf of the KAN as a whole, nor on behalf of any organization associated with the KAN.
Section B. Responsibilities
The Advisory Committee shall be responsible for the following functions and activities:
- Develop promotional, advocacy and direct service standards for associated organizations to ensure excellence in abstinence education, contingent upon the approval of the KAN body-at-large.
- Make recommendations to KAN participants on the coordination of activities in order to avoid unnecessary duplication and dissipation of effort.
- Facilitate an exchange of information and ideas from participant organizations.
- Establish a Master Calendar.
- Establish channels of communication for media through training, press releases and consistency of information.
- Prepare policy statements, to be approved by participant organizations, when such a statement is needed to resolve specific questions posed by the group as a whole or in part.
- Prepare and submit recommendations and assessments to the general group for review and final disposition regarding an associated organization that breaches the Statement of Principles, in accord with the provisions of Article III, Section C 7.
Section C. Qualifications of Members
- Members of the Advisory Committee must recognize that serving on the Committee is a privilege and must agree to the standards below and carry them out to the best of their ability, with the knowledge and approval of all.
- Members must affirm the principles outlined in Article II, Section B.
- Members agree to serve in order to promote the goals of KAN as a whole, not to promote themselves as an individual or program.
- Members shall become informed about the needs of the general membership and be available to listen to the ideas and challenges of each organization.
- Members of the Advisory Committee shall be elected by the affirmative vote of two-thirds of the organizational representatives present at a meeting and eligible to vote.
- A Member is elected to the Committee as an individual, not as an organization. Therefore, if the associated organization changes representatives, the replacement representative does not automatically replace the elected Advisory Committee Member. The open seat will be filled according to the guidelines in Article V, Section D, 4.
- If an Advisory Committee Member fails to act in good faith to meet the standards set forth in Article V, Section C, 1, or to carry out his or her responsibilities as set forth in Article V, Section B, that Member is expected to resign or may be asked to resign by the Chair of the Advisory Committee. In addition, the Advisory Committee may temporarily suspend a Member, upon two-thirds vote of the Committee Members present and voting, at an adequately noticed meeting of the Advisory Committee.
- If an Advisory Committee Member fails to act in good faith as specified above and either fails or refuses to resign, or if the Member has been suspended temporarily by the Advisory Committee, the membership at large of the KAN may remove that Member fro the Advisory Committee by the affirmative vote by two-thirds of the organizational representatives present at a meeting and eligible to vote, provided that the question of the member’s removal from the Advisory Committee was noticed for that meeting.
Section D. Terms of Office
- The term of office for Members of the Advisory Committee shall be two years. Nominations for Advisory Committee Members shall be made at the Fall General Meeting, voted on at the Winter General Meeting and take office at the First General Meeting of the year. Three members of the Advisory Committee will begin and end their terms in odd numbered years and two members of the Advisory Committee will begin and end their terms in even numbered years.
- A member who has served two consecutive complete terms may not be re-elected until at least one year has passed.
- The term of office for members begins on the date on which they are elected by the associated organizations of the KAN.
- When a vacancy occurs prior to the end of a term, the Advisory Committee shall recommend a replacement to the associated organizations of the KAN for approval. Such Member may serve up to two complete terms after his or her first election.
- Members may resign from the Advisory Committee by so notifying the Chair in writing.
- If a Member of the Advisory Committee is absent from two consecutive regular meetings, resignation shall be considered effective and the Advisory Committee shall select a replacement for recommendation to the general membership.
Section E. The Chair
- The Chair of the Advisory Committee shall be elected from among the Members of the Advisory Committee by a majority vote of the Members present and voting at a noticed meeting.
- The term of office for the Chair of the Advisory Committee shall be one year. A representative who has served two consecutive complete terms as Chair may not be re-elected until at least one year has passed. The term of office begins on the date on which the representative is elected. A Member may resign the position of Chair by notifying the Advisory Committee in writing, but shall serve out the remainder of his or her term as a Member of the Advisory Committee unless he or she also resigns from Committee membership.
- When a vacancy occurs prior to the end of a term, the Advisory Committee shall elect a replacement to serve as Chair. Such a Member may serve up to two complete terms as Chair after his or her first election.
- If the Chair is absent from two consecutive regular meetings of the Advisory Committee, he or she shall be deemed to have resigned, and the Advisory Committee shall elect a replacement as provided above.
- Except as otherwise provided in these Guidelines, the duties and functions of the Chair shall be determined by the Advisory Committee.
Section F. The Secretary
- The KAN Advisory Committee will select a Committee Member to serve as Secretary for the purpose of recording the actions voted upon, participants present, disseminate information and perform the ordinary functions inherent in the position of Secretary.
- The Secretary’s term shall follow the same guidelines as described for the Chair in Article V, Section E.
Section G. Meetings
- The KAN Advisory Committee shall meet at least once a quarter at a place and time to be specified.
- The KAN Advisory Committee may determine its own procedure, which shall comport with the procedures applicable to the KAN pursuant to these Guidelines.
